Risk Scoring Model

Version 1.0 — ACA Standard

Draft

How to Use This Framework

Use this risk scoring model to systematically assess customer, institutional, and geographic risks. Apply scoring results to calibrate due diligence intensity, determine monitoring requirements, and support consistent risk-based compliance decisions. Customize scoring factors to reflect your institution's specific risk environment and regulatory context.

Overview

The ACA Risk Scoring Model provides a systematic approach to assessing and quantifying risk levels across customer, institutional, and geographic dimensions. This framework enables financial institutions to move beyond subjective risk assessments toward objective, measurable risk scoring that supports consistent risk-based decision-making. The model addresses the specific risk characteristics of African markets, including data limitations, informal economies, and variable regulatory infrastructure maturity.

Scope

This framework covers customer risk scoring, institution risk assessment, and geographic risk evaluation. It addresses customer type risk, transaction risk, sanctioned entity risk, and beneficial ownership complexity. The model supports risk classification, enhanced due diligence decisions, transaction monitoring intensity calibration, and risk reporting.

Scoring Components

Risk scoring integrates multiple information sources into a quantified risk assessment. Customer characteristics including type, industry, geographic location, and ownership structure contribute to risk scores. Transaction characteristics including volume, frequency, patterns, and beneficiary information inform ongoing risk assessment. External factors including sanctions list status, negative news indicators, and jurisdictional risk contribute to composite risk evaluation.

Model Application

Risk scores enable proportionate application of compliance controls. Low-risk customers receive baseline due diligence. Medium-risk customers receive enhanced procedures. High-risk customers receive intensive verification and continuous monitoring. The model enables consistent, defensible risk-based decisions by creating transparent, measurable risk assessment rather than subjective judgment.

African Applicability

The model accommodates African market conditions including limited data availability, informal sector characteristics, and varying database access. Scoring mechanisms function with available information sources while providing risk quantification supporting consistent decision-making.

Implementation Approach

Implementation requires defining risk factors specific to your institution, establishing scoring thresholds for risk categories, configuring systems to calculate risk scores, and training staff on model application. Regular review ensures scoring parameters remain aligned with evolving risk profiles and regulatory expectations.

Model Governance

Effective governance establishes clear ownership of the risk scoring model, regular review of scoring methodology, assessment of model effectiveness, and documentation of model changes and rationale.

Version Information

This is Version 1.0 of the Risk Scoring Model. The framework will evolve as institutions develop experience implementing risk scoring and as African regulatory guidance develops.
