How to Use This Framework

Overview

The ACA Anti-Money Laundering (AML) Compliance Framework provides a structured and practical approach to implementing robust anti-money laundering controls within African financial institutions. This framework is designed to complement national regulatory requirements and addresses the specific operational, technical, and institutional challenges present in African banking environments.

The framework applies to all financial institutions subject to anti-money laundering obligations, including commercial banks, microfinance institutions, insurance companies, fintech providers, and payment service operators. It recognizes the varying maturity levels of compliance infrastructure across the continent and provides guidance suitable for both established institutions and those developing their initial compliance frameworks.

Scope

This framework covers all aspects of an effective AML compliance system, from governance structures to operational transaction monitoring. It addresses customer due diligence procedures, suspicious activity reporting, record keeping, and staff training requirements. The scope is specifically designed to accommodate the unique characteristics of African financial markets, including alternative customer verification methods, limited data availability, and varying regulatory infrastructure maturity.

AML Governance

Effective AML governance requires clear organizational structure with defined roles and responsibilities. The framework recommends a tiered governance model that integrates board-level oversight, senior management direction, and operational compliance execution. Board-level oversight through compliance or risk committees directs AML strategy. The Chief Compliance Officer carries functional responsibility for all AML activities. The Compliance Department handles day-to-day implementation. Business Units bear first-line responsibility for customer diligence and reporting. Internal Audit provides independent assessment of compliance function effectiveness.

Risk-Based Approach

The framework adopts a risk-based approach to customer due diligence and control implementation. Rather than applying uniform procedures to all customers, institutions should calibrate the intensity and scope of due diligence measures according to the assessed risk level of the customer, product, and delivery channel. Risk assessment should evaluate customer type (individual, corporate, or politically exposed person), geographic location and sanctions exposure, beneficial ownership complexity, transaction patterns and expected activities, and product and service usage.

Customer Risk Model

The customer risk model provides a systematic approach to assessing and classifying customer risk levels. Based on risk assessment, institutions classify customers into risk categories: low risk (requiring standard due diligence), medium risk (requiring enhanced due diligence), and high risk (requiring extensive verification and ongoing monitoring). Risk classification determines the intensity and scope of due diligence measures applied, with higher-risk customers receiving enhanced verification and continuous monitoring.

Transaction Monitoring

Transaction monitoring creates systematic review of customer transactions against defined scenarios designed to identify suspicious patterns. Monitoring scenarios should be tailored to the institution's customer profile, products offered, and identified risks. Suspicious transactions detected through monitoring or other means trigger documented investigation processes. When investigation substantiates suspicious activity, institutions must file timely reports with appropriate financial intelligence units.

Reporting & Escalation

Clear escalation procedures ensure that detected suspicious activities receive appropriate investigation and reporting. Suspicious activity reports must be filed within defined timeframes with financial intelligence units. Documentation of investigation conclusions and reporting decisions is essential both for regulatory compliance and institutional defense. Regular management reporting on AML activities maintains organizational awareness and accountability.

Implementation Roadmap

Successful implementation requires a structured change management approach. Institutions should develop detailed implementation plans identifying policy updates, system enhancements, training requirements, and monitoring mechanisms. Regular review of framework implementation effectiveness through internal audit ensures continuous improvement and regulatory alignment. Implementation should follow a staged approach that begins with policy development and governance establishment, proceeds through systems and process implementation, includes comprehensive staff training, and establishes ongoing monitoring and compliance verification.
